Thomas J. Halleran concentrates his practice in municipal law.


After graduating from the John Marshall Law School in Chicago and being admitted to the Illinois Bar, Mr. Halleran joined the Law Offices of Storino, Ramello & Durkin in 2009. During law school, Mr. Halleran worked as a clerk for the Cook County State’s Attorney’s Office in the Criminal Courts Division where he gained litigation experience practicing with an Illinois Supreme Court Rule 711 license. Prior to attending law school, Mr. Halleran received his Bachelors of Science in Finance from the College of Business at University of Illinois in Urbana-Champaign in 2005. Mr. Halleran has also been admitted to the General Bar for the United States District Court for the Northern District of Illinois, and he is a member of the Illinois State Bar Association and the Chicago Bar Association.


As a member of the firm, Mr. Halleran serves its municipal clients in the preparation of required ordinances and resolutions and by negotiating and drafting public works contracts and professional services agreements. Mr. Halleran has experience in labor and employment matters, such as interest and grievance arbitrations, with municipal police, fire and public works unions.  Mr. Halleran also counsels the firm’s municipal clients in matters concerning land use and zoning.


Mr. Halleran serves as one of the Village Prosecutors for the Village of Rosemont, the Village of Schiller Park, the Village of Streamwood, the Village of Hanover Park, the Village of Elmwood Park, the Village of Brookfield and the Village of Burr Ridge. Mr. Halleran is licensed as an Administrative Law Judge and has served as a Hearing Officer for the Village of Westchester and the City of Rolling Meadows in ordinance violation matters. 


Mr. Halleran assists the firm’s municipal clients in matters regarding the Illinois Freedom of Information Act and the Illinois Open Meetings Act and has experience resolving disputes with the Public Access Counselor for the Office of the Illinois Attorney General.
