Matthew G. Holmes received his Bachelors of Arts from the University of Notre Dame in 1999. He is a 2003 graduate of the University of Notre Dame School of Law and was admitted to the Illinois Bar in 2003. He has also been admitted to practice before the United States District Court for the Northern District of Illinois.   

Mr. Holmes is a member of the Illinois State Bar Association and serves on the Revenue and Taxation Policy Committee and Home Rule Attorneys Committee of the Illinois Municipal League. In 2019 Mr. Holmes delivered a presentation entitled “Municipal Regulation of Alternative Energy Systems” at the Illinois Municipal League Attorney’s Seminar.   

Mr. Holmes is principally engaged in the fields of municipal law, civil and commercial litigation, municipal finance and taxation, contracts, land use, zoning and telecommunications law. 

Mr. Holmes has worked closely with officials in Cook, DuPage and Will counties and other local governments to obtain favorable results for his clients’ requests pertaining to land use, zoning, property tax, economic development and finance issues. He has represented municipal clients before County Boards of Review and the Illinois Property Tax Appeal Board to maintain accurate levels of assessment for tax-generating properties within his clients' corporate limits. His experience in lease and franchise agreement negotiation has led to more favorable financial terms for use of his clients’ property by telecommunication and other service providers.

As one of the firm’s civil litigators, Mr. Holmes has extensive litigation experience in the areas of land use, taxation, torts and contract disputes. He has represented clients in state and federal courts and has appeared before the Illinois Appellate Courts. In addition, he is one of the firm’s municipal prosecutors and has prosecuted ordinance violations on behalf of the Village of Elmwood Park, Village of Rosemont, Village of Streamwood, Village of Hanover Park and the Village of Glendale Heights.
